The US government has officially shut down for the second time this year because Congress failed to meet a deadline to vote on a new budget. Senators struggled with last-minute objections from Republican Rand Paul, but have now passed the bill, which has gone to the House for another vote. The 600-page plan proposes an increase in spending, by about $300bn (￡215bn), on defence and domestic services. Federal funding for government services had expired at midnight (05:00 GMT). If the plan is passed in the House of Representatives and signed by the president in the next few hours, the shutdown could be rescinded before the US working day begins on Friday.

Kim Yo-jong, the sister of North Korean leader Kim Jong-un, has arrived in South Korea. She is the first immediate member of the North's ruling family to visit since the 1950-1953 Korean war. The Court of Arbitration for Sport has dismissed an appeal by 47 Russian athletes and coaches against a ban on participation in the Winter Olympics. The Russians had argued that they had been wrongfully excluded from the Games by the International Olympic Committee. Russian Deputy Prime Minister Vitaly Mutko said the decision was understandable but disappointing. It comes amid a long-running row over Russian doping which has seen the country banned from the games.

Major Asian markets suffered sharp losses on Friday, following another day of steep falls on Wall Street. In a volatile week for global investors, Japan's Nikkei 225 index slid 2.8%, while China's Shanghai Composite slumped by 4.1%. Earlier, the Dow Jones Industrial Average fell by more than 1,000 points for the second time this week. Sell-offs around the world have been pinned partly on concerns over higher interest rates. Google has been fined 1.36bn rupees (￡15.2m; $21.2m) by India's competition regulator for abusing its dominance in the country. Users searching flight details were directed to Google's own flight search page, the Competition Commission of India found. Rival business were disadvantaged by that "search bias", the regulator said. A Google spokesperson told Reuters that they were reviewing the CCI's concerns.

The Bank of England has indicated that the pace of interest rate increases could accelerate if the economy remains on its current track. Bank policymakers voted unanimously to keep interest rates on hold at 0.5% at their latest meeting. However, they said rates would need to rise "earlier" and by a "somewhat greater extent" than they thought at their last review in November. Influential internet rights pioneer John Perry Barlow has died, aged 70. Mr Barlow was a co-founder of the Electronic Frontier Foundation (EFF) that campaigns on digital rights issues and was a director of the organisation for many years. He was an advocate of free speech and wrote about the net's potential for making society more representative. Mr Barlow also spent years writing lyrics for the Grateful Dead rock group and also ran a cattle ranch. Bob Weir, one of the band's founding members, tweeted that Mr Barlow would "live on in the songs we wrote".
