立法后必然面临美西方等国的阻挠制裁
甚至香港的金融中心地位短期将受影响
诚然，我们知道
香港问题绝非一朝一夕形成
内部有着深层的社会经济、
历史文化原因
如贫富差距扩大、财富分配不均、
经济结构转型迟缓、社会矛盾累积、
反中势力推行"去中国化"教育、
殖民主义影响未及消除、
港媒被资本利益绑架、司法问题等
需要逐一革新
但时至今日，痛定思痛
国家安全和香港稳定的必要性和重要性告诉我们
非出手不可了
"稳定"这一步棋下定了！
