More than 40 expats from the US, Italy, Malaysia, Singapore, Australia, among other countries gathered at L’ Avenue recently to celebrate the upcoming Chinese New Year.

The party is hosted by Changning registered non-governmental organization “TEC”, which has more than 1,000 members from nearly 60 countries.

One of the scheduled events is a talk on flower arranging.

TEC helps expats in Shanghai to quickly adapt to their new home and new life. 

It provides foreign residents in Changning courses such as Chinese culture learning, business and social network establishment, education seminars, health support and family issues consultation, financial guidance and leisure activities organization. 

The foreigners are also taught to go shopping online, use mobile apps to book cab, order food, check the bill and even communicate through WeChat.

Changning is home to around 70,000 expats from nearly 80 countries and regions, accounting for one third of the city’s expats and almost 10 percent of the district’s population which turns the district into an international community of excellence.

One third of the consulates-general in Shanghai are in the district while more than half of the diplomats and foreign consular officials also reside here. The district also homes more than 7,000 foreign-funded enterprises and agencies.

More Changningers enjoy priority for medical treatment

Nearly 30 percent of Changning residents have signed up to join a medical referral system which involves a general practitioner at neighborhood health center, a district leveled hospital and a Grade A hospital.

People who signed the contract will visit GPs first when they have non-emergency medical problems. They receive basic health services and preventative care at community health centers. The centers also function as inputs for the city’s health database.

The GPs are supposed to act as gatekeepers, of sorts, to treat more minor maladies and do simple diagnostic tests in neighborhoods, and to channel more serious cases to cooperating hospitals for specialist care. 

For serious cases, GPs enable a much quicker referral and more effective access to beds and excellent doctors at comprehensive hospitals, compared with common patients who seek services from the prestigious hospitals themselves.

GPs are quite familiar with the conditions of their clients and clients’ family members. They are also healthcare advisors to their clients and help them better manage their health/prevent diseases from happening, which is the most effective way in healthcare.

A number of Changning-based prestigious hospitals, such as Huadong Hospital and Tongren Hospital, have established outpatient department for patients referred by community health centers at the same time.

Patients with referrals from community GPs enjoy priority for treatment at the newly established department of those hospitals. They are spared diagnosis and other fees in the hospitals.

Changning creates better environment for foreign investors

Changning District will implement a "pre-establishment national treatment system" and a "negative list" to broaden market access for foreign investment.

The newly released policy means foreign companies will be treated the same as their Chinese counterparts, while the "negative list" only determines industries in which foreign participation is prohibited or limited, according to the Changning government. 

Changning will also work to become the first district to ease market access restrictions on cultural consumption fields for foreign investment. Current restrictions on telecommunication, culture, education and transport are also likely to be eased for foreign enterprises.

Foreign delivery men to hit Changning streets

Around 80 foreign students who study in Shanghai will ride scooters to deliver packages during Chinese New Year.
